You should turn it on for around two minutes to drive the water in the system. Turn the filter counterclockwise to take it off and then put in a new filter while turning it clockwise into place.

If it is not running, you probably have a defrost problem, where it cannot blow through the coils. Therefore, you should take the back panel off and remove clean the coils.
